To whom it may concern: I have been involved in the commercial long line fishery for halibut since the early eighties. We watched our fishery go from the pretty much unregulated free for all to 5 day,3 day and finally 24 hour openings with all the madness that ensued, before IFQ's were finally implemented. Though some people were left out, overall it was a fair system. Things were going along fairly well until the past seven or eight years when the sport charter fishery exploded on the scene and it became increasingly difficult to catch the alloted poundage in area 2C. I certainly applaud the one fish per day catch limit that is proposed and hope that this time it will be able to be enforced. However, for the sake of the fishery, and both the commercial set line fishermen as well as the charter fleet, I think eventually a program like IFQ's for the charter industry will need to be implemented. In the interim though, the proposed bag limit will most certainly help. Sincerely, Tom Botts F/V Bonnie J
