I do not think that any portion of a fishery should be granted to an individual. Why is the individual, who you are about to give a portion of a fishery, forever, entitled to this fish any more than I am? And after you grant this license to steal from me, you are going to allow the person to whom you granted the license to lease or sell it to someone else if the original person cannot or does not want to use it. This way, someone else can steal my fish. If someone is not using a license to steal, then it should not be used, period. The license should be revoked. The fish that would have been caught under this license should revert to the recreational sector as the commercial sector licensee cannot or did not use it. This whole situation stinks!
