The handwriting is on the wall and IFQ's are a given fact in spite of the opposition. Since you are going to "GIVE" my fish to a commercial fisherman, then at least make them fish for them and not allow the "transfer of shares and allocation to commercial reef fish permit holders during the first five years, but not thereafter." Do not allow leases or sales of the IFQ's at any time. Use it or loose it!!!
