I have just recieved my notification on proposed rule to establish an IFQ program for grouper and tilefish in the Gulf of Mexico. First of all, I would like to say that i have been fishing in the gulf of mexico since i was 4 years old, which in time led to my passion to become a commercial fisherman at 27. I am new to commercial fishing, and understand the need for laws and regulations to exist, to ensure our gulf fisheries are around for a very long time. With that being said, I worked 3 jobs to save enough capital to buy my boat and needed federal/state permits to start my commercial fishing business, I adapted like many other commercial anglers to the federal change in laws that occured very frequently. Snapper for example, It is known in the commercial fishing community that we cannot drop our lines into the water at 70+ ft without pulling up a red snapper. IFQ program were set forth and we all adapted. I cannot afford a red snapper IFQ allocation, simply because markets will not pay enough per pound for the fish wholesale to justify the expense to me to buy shares. If an IFQ program is set forth on grouper and tile fish, it will put a lot of fisherman including myself out of business, greatly effect the FL seafood market and devastate its revenue. We as commercial fisherman work extremly hard for our money, and most of us respect and follow the ever changing rules and regulations. Ultimately, most of us respect the Gulf fisheries and know it is our livelihood, and in our best interest to protect. But this proposal, this is just the start to the end for gulf commercial fishing. None of us will be able to do business, my family including many other fisherman's families will be greatly negatively effected. Please reconsider this proposal, and thank you for your time.
