I do not agree with a IFQ program for grouper in the gulf of mexico. If grouper is
being over fished LOWER THE QUOTA! Dont put a bunch of people out of
buisness while at the same time give a natural resource to a limited number of
people to own, sell and lease for the rest of their lives! These fish should belong to
everyone.If a IFQ program takes effect the majority of the quota will go to large
scale company's that are the ones that are responsable for the fishery being over
fished in the first place "mostly long lines" Make IFQ's non transferable , if you
dont catch your shares they go to someone else who is willing to actually fish for
a living and not just sit behind a computer and lease their quotas for thousands of
dollars year after year. The fishermen who are for this are wanting to turn a natural
resource into a comodity that they will own forever. They are after easy money!
There are other ways to adress this problem without putting alot of people out of
buisness. Let everyone who has a reef fish permit have a say so not just the big
guy!
