This supplements my earlier comment regarding the requirement that the fisherman must have on site online access at the time IFQ fish are offloaded. As previously indicated like most fishermen the only computer on my boat is the one used with my VMS and using this for online access is prohibitively expensive (due to the cost of satellite usage) Instead of requiring the fisherman to have online access the fisherman should be permitted to call the wholesale dealer where the fish will be sold and have the dealer report the landing and get the required approval code to transport the fish. (since the dealer must go online anyway to report the sale)
