I have some additional comments pertaining to extending the offloading window.
Under the new rules regarding landing locations I find myself in a situation where I am probably going to land my fish at a public launch ramp. Presently this requires the fisherman to have the fish weighted and offloaded by 6pm. If not then the boat must stay at the ramp site presumably on the trailer or in the water until the next morning. I forsee possible security issues with this as well as potential conflicts with local rules regarding overnight parking, leaving a boat docked but unattended, etc. Therefore extending the landing window would allow the individual utilizing a public launch site considerable additional offloading time to avoid the undesirable prospect of leaving his or her vessel unattended overnight.
