Once again a referendum is not going to be voted on fairly since all of the votes will not be counted. Since when do you have to catch 8000 lbs. of grouper IN THE GULF to be able to vote on the number of fish that you can catch in the future. The only comparison that I can make that is as ridiculous as this would be a vote on taxes. The only people that would be able to vote on the issue would be individuals that make 800 MILLION a year. The rational would be that they know more about money and of course they would have EVERYBODY'S best interest in mind , right.
