Dear Mr. Payne, On behalf of the more than 10.5 million members and constituents of The Humane Society of the United States (The HSUS), I am offering the following concerns relating to the proposed rule that would authorize activities to develop marine terminals in the Port of Anchorage. We believe that this Incidental Harassment Authorization should be denied. The comments that follow echo comments that we submitted in January on another notice (73 FR 77013) also relating to port expansion and development. Continued in attachment
