I think emergency closure for longliners is justified. As a scuba diver I have seen the devastation caused by longliners. The thousands upon thousands of juvenile fish and turtles killed by the use of longlines is reprehensible. The indiscriminate slaughter of this resource by a few commercial entities is not justifiable by any means. We all know that what ever is caught on the longline and it's 1000's of hooks is killed, mortality is 100 percent! Elimination of this type of fishery will go a long way in restoring the health of the Gulf ecosystem.
