NOAA IS FAILING DREADFULLY IN ITS REGULATORY ROLE. IT HAS BEEN REGULATORILY CAPTURED BY COMMERCIAL FISH PROFITEERS WHO TELL IT WHAT TO DO. AS A RESULT OUR FISH STOCKS ARE RAPIDLY DIMINISHING TO ZERO. MARINE LIFE IS DYING OF STARVATION, INCLUDING WHALES. NOAA NEEDS A TOTAL REVISION. IT IS NOT DOING WHAT IT WAS CREATED TO DO. IT IS FAILING TAXPAYERS.
