this proposal is not rigorous enough in getting out of fishing enough tilefish boats. it is clear this is another smokescreen from noaa to do nothing on the pretense they are doing something about overfishing. they quot magnuson stevens and have still not - 30 years later - fully implemented this law. the law is a joke in this agency and the commercial fish profiteers run the show to the detriment of every other ciizen of the united states.
