My name is Michael Blanchard, I am a commercial as well as recreational fishermanwho fishes primarily in GOM. This season (2009) I have witnessed a tremendous increase in herring in GOM and I certainly believe that the limited acess that the mid water trawl fleet has had to that area is directly responsible for this. It would only be fair and prudent to continue an even better monitoring system to fully ensure the herring resource in the GOM. Why would anyone oppose better monitoring on their vessel if they were resonably assured that they were fishing "cleanly". With that being said I fully SUPPORT the proposed rule as written.
