Amendment 16 will put me out of business. I only had 39 days at sea for FY 09-10. Now as I decide to go into the Common Pool, I will only have 24 DAS. This is clearly a serious economical burden. I am a day gillnet vessel, and have almost NO impact on flounder, why am I being reprimanded for this? I lease more DAS to make ends meet as 39 DAS is not enough to make a living. Now with Sectors being FORCED on most permit holders, I will have much less access to lease DAS. IS NOAA and NMFS taking into account how many boats will be lost? How many homes will be lost? Where is the buy back program? Where is the retraining program? JOBS will be lost FOREVER! Does President Obama know his administration is going to create archane regulation that will detroy communities? As a group the fisherman of the Northeast USA are not even allowed access to millions of pounds of fish due to past regulations. The past regulations are working, there is an abundance of cod in the Gulf of Maine. The price has taken several hits due to over abundance. I implore you to re-consider this rule! I will be forced to sell my boat and my permit. The market for these assets is horrible thanks to you! I will lose $150,000 "If" I can sell. This devaluation is a direct result in action done by your agency. I will agressivly join ranks and find lawyers who will bring class action lawsuits against NOAA and NMFS. Pure and simple government corruption and infiltration by enviromental groups has become the evil beast against fishermen. We will starve! ENGO's will get fat and rich on our backs as we lose all our livlihoods! I have been a commercial fisherman for 25 years, it is my life. Now I will be a broke, boat handler with NO future! Its a nice way for my wife and unborn child to view their husband and father. I hope this letter causes discomfort to all who read it. I feel the pains of hunger, Im sure you will never know that as you get your pension.
