the reasons given for not protecting this seal as below are specious, ill conceived and off the mark. the seal needs to have the highest level of protection. all species will be under the highest threat level when climate changes happen. and they are accelerating. the actions of this agency are beyond the pale in reasonableness and have no foundation in fact. they assume no pollution - how off the mark that is. jean public 15 elm st florham park nj07932
