In regard to the proposed rule changes to operational and administrative
procedures, I very strongly support the changes that:
1. Expand the role of the Councils' Scientific and Statistical Committee (SSC)
2. Require that SSC members disclose their financial interests (A full
disclosure of ALL monetary interests, even those which the individual might
think would have no bearing upon the councils' mission)
3. Provide for training of Council members and staff (And not just new staff but
older staff also should receive training about recent scientific discoveries in
Marine Fisheries Management)
Frankly, I am astounded that these three items had not been thoroughly addressed
before now.
I am also in agreement with requiring that Council SOPPs be made available on
the Internet. And additionally, NMFS clarifies the regulatory sections with
which the SOPPs must comply.
