SCS Alternatives A1-Because quota was not filled in 09 Non- Sandbar LCS Alternatives B1- or split quota in half and have two 6 mo. seasons Why did LCS close early in 2009 ? The likely answer is theTAC is lower then the MSY and quotos are being caught with less effort.
