Bluefin Tuna have been severely depleted over the years. Tuna were once thought so enumerable that this was impossible but permissive regulations have allowed the species to decline significantly. The catch limit should be lowered not increased. What will be the financial impact of not having enough tuna once they are depleted more? Have a long range goal even if you are only thinking of money and restrict the bluefin tuna catch.
