The rule does not say where the seiner boats fish around Somoa. The paper that Jon Hampton wrote found correlations only for 50-60 miles. The rule did not analyze negative effects as distances from shore or distance between fishing areas or in a specific time period. What were the affects of American seiners on trolling and long-lining based on distance or time from each other? If the effects are really weak, then this rule should not be made because it would not be justifiable.
