I am an Environmental Management student at Concordia University -- Portland in Portland, OR. I am studying Environmental Law and Ethics. I have reviewed the proposed rule and believe that it is thoroughly reviewed by the proposing agencies. The CHRT seems to have done extensive research and consideration of this proposal. I support this rule. It is my conclusion that in order for the black abalone to survive and have a chance at regaining their population, this conservation effort must not go unrecognized. I thank the involved parties and wish them continued success in their efforts to enrich the numbers of black abalone.
