The Associated Fisheries of Maine Supports the delay in the requirement for at-sea
monitoring, as it reflects the inability of the fishery to pay for such high monitoring
costs at this time, but opposes to require dockside monitors to inspect fish holds because
it will not enhance enforceability and unnecessarily exposes the fishing industry to
financial liability from injury claims.
