Just because 5 DPS of the sturgeon can be identified does not mean they should be listed as individual DPS. It would be simpler for NMFS (based on the proposal) to deal with one taxon. It would also be simpler for other federal agencies in section 7 consultations. It would be simpler also for the public, and probably easier to sell. Just list the whole U.S. population as one entity.
