the pre trip notification requirement of 72 hours will be a burden to fishermen. We do not always know 72 hrs in advance of a trip. Trips rely on weather, and weather is unpredictable. Another factor is availability of catch. If I start a trip intending to catch porgies and no porgies are found, how can I submit at trip notification 72 hrs in advance if I decide to target squid, that I hear on the radio is being caught and change my catch to target squid. There are many occasions I intend to target one species and end up not finding that species and come home with another targeted catch. Would these changes cause me to be out of compliance with FFR regulations and leave me open to law enforcement charges?? I cannot afford any mistakes. This rule would leave me open to tickets and civil penalties I simply cannot afford.
