1st rule 11 hours gives the driver a little more flexibility with his daily schedule . This makes a lot of difference to where his get his load loaded, unloaded or makes his destination so he can get the rest that is needed.
3rd rule I believe that the 13 hour rule is just going to tie my hands. I think the 14 hour rule is satisfactory.
4th rule I think this rule is ridiculous. I don't know that a driver would want to drive over seven hours without taken a break. The minimum of a 30 minutes is only going to promote cheating on his or her log.
5th rule The 34 hours restart is one of the best ideas that has been put into law. By making it cover at least 2 midnight to 6o'clock time periods defeats the hole idea. The 168 hours before you can return to work is ridiculous. If I start my week monday morning at 6 am and finish my week on thursday at 6 pm I have to wait until monday at 6 am to return to work. Don't you believe this is a little absurd.
