I am writing to confirm my support for proposed rule; Federal Register Doc No: 2011-28761, as proposed by the National Marine Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), Commerce. I support amendment(s) 6, 5, 4, and 3 to the Reef Fish Fishery Management Plan (FMP) of Puerto Rico and the U.S. Virgin Islands.   It is my contention, it is vitally important to bring fisheries into compliance with revisions of the Magnuson-Stevens Fishery Conservation and Management Act of 2007. There is a need for strict regulations in order to protect various species as well as natural resources. With the natural environments surrounding Puerto Rico and the U.S. Virgin Islands, it is important to protect the growth and sustainability of tourism, agriculture, and marine industries in these areas.   The aforementioned amendments afford protection to all areas of tourism agriculture, and marine industries. Without protection ensured by these amendments, the Reef Fish, Spiny Lobster, Queen Conch and Coral and Reef Associated Plants and Invertebrates of Puerto Rico and the U.S. Virgin Islands are at risk.   Therefore, it is necessary to support amendments that will implement annual catch limits and accountability measures to prevent overfishing in both the commercial and recreational sectors, and establishing recreational fishing bag limits. Approval of these amendments, allowing adjustment of management measures as needed to constrain harvest to specified ACLs, will minimize the negative impact involving economic and social factors caused by overfishing.   Sincerely,   William Rogers
