To whom this may concern, My name is Kyle Partain. I am the 1st Mate on charter boat Cool Change, Orange Beach AL. This is my sixth season as a deck hand in the Gulf of Mexico. Prior to, I have had no experience in the Gulf of Mexico. What I have seen since my first season and the present day has been outstanding results. The Red Snapper population has grown to a number that needs attention. The number of Red Snapper and the size of the Red Snapper has increased so much in the last couple of season, that words can't explain. I do not have the experience that many of the people in this industry have, but I have the common sense to know that we DO need to raise our Red Snapper limits. Thank You, Kyle Partain
