the crab belongs to every citizen of the usa, not to this agency at all. this agency is under the thumb of profiteering fish profiteers, who want to take it all. they are taking it all until it goes into extinct status, which is coming becuase this agency has presided over multi species that they have allowed to do exactly that. this quota needs to be cut by 50%. the american public is sick and tired of having fish it owns being robbed by commercial fish profiters, who think they own it. these commercial fish profiters are in fact causing other species who depend on eating this fish to die of starvation, or the commercial fish profiteers shoot them because "they eat too much fish". the american public is sick and tired of this. shut down these damn profiteers who are ruining earth.
