I live on Kauai. Monk seals are flourishing here. Monk seals and people happily enjoy the sun on the beach together. Their numbers are growing. We don't need any new restrictions on our beaches to protect the monk seals. You should focus your efforts on the unihabited Hawaiian islands where the monk seal populations are declining. Besides cleaning the beaches there of rubbish, you should also allow public ulua (and shark) fishing expeditions in these islands. People would be happy to go there at their own expense and catch a few ulua (jacks?) and maybe even sharks, which would take some of the pressure off of the monk seals.
