Amendment 11 to the LAGC scallop permits with its arbitrary time frame of 2000-2004 left me without an LAGC permit- due to the fact that the amendment had no inclusion of exception to the rules due to unavoidable/hardship clause. Its requirement of landings in the years 2000-2004 of 1000 lbs of landed scallops left my husband without recourse for a renewed permit, even though he landed over 35,000lb of scallops in 2005- and 2006- We suffered 2 devistating losses-vessel sunk in 1999- vessel fire in 2002. We were unable to qualify for the renewal permit for reasons beyond our control. This fishery is NOT overfished and a thriving industry right off our coastal waters, the loss of this permit has caused more hardship. Over 600 people lost this permit and only 300 remain. This is the type of regulation that is the reason why the fishermen have no trust in the NMFS! Their objective to eliminate individual fishing boats and make the oceans fisheries for only fleet owners and large corporations is why we need to overhaul NMSF and NOAA- Not the fishermen!!!!
