Since the commercial allocation is 95% of the total catch allowed, this sector should foot the entire proposed reduction. The recreational sector should not have to suffer any reduction in their quota when they only contribute 5% of the catch. A 750 pound catch reduction (for the recreational fisherman) only comprises 0.3% of the entire catch allotment, and will have negligible effect on the resource. If the commercial sector wants to claim that the recreational allocation should be reduced at an equal percentage to the commercial reduction, then the annual catch limits for the two groups should be equal. In closing, the recreational quota should remain 12,500lb and the commercial quota should be reduced to 222,500lb.
