Once the BSB fishery is open, it should remain so until the quota is caught. No split season until this is a limited entry fishery, as it should have been for the last 20 years. Open it in the winter when nothing else is open and every charter boat and head boat will put traps on and decimate the fishery. This was not well thought out. Derby fisheries are the worst thing for the resource and neither the council nor the Regional Administrator seem to realize that. BSB boat should be limited to 25 traps and 500 lbs per trip. Having just about destroyed every fishery in the snapper/grouper fishery through ignorance and squabbling, the Council should start doing what's right for the resource, not what the fishermen want it to do... Industry capture has about decimated the fishery - you can't let the people who brought this fishery to such a sad state correct it - they won't. Too many boats with too many traps have wrecked it and the council has to stop it...
