I believe the council is taking the correct measures with Trip Limits, and if they are given a chance, these trip limits will extend fishing time for the quotas and also be a valuable tool for rebuilding stocks like they have with Red Porgy and Greater Amberjack and Snowy Grouper.
Splitting the quota on Black Seabass will also help with rebuilding stocks and I believe the number of traps allowed to harvest should be limited to 25 or below, and not being allowed to leave these traps at sea when returning home will keep traps from being lost and also keep from killing unwanted spieces that would think they have found a home.
Please give the rules you are making a few years to show they work, trip limits are effective and alot easier to maintain than any Catch Share Program could be, and also trip limits will keep fishermen fishing and not put them out of work like Catch Shares(unless your one of the lucky few to win).
