My position as seafood company owner and vessel owner is refelcted in Blue Water Fishermmen's Association and by my testimony in Peabody MAss last month. Basically I support the implementation of a unified electronic reporting system that does away with duplicate reporting requirment by other agencies, especially by sates. HMS is federally regulated and the states insitence on duplicating this effort, which some of them claim is "Required by the federal agencies" needs to be eliminated. The SAFIS program is a promising model for this single reporting entity.
