i am against this change. i see no reason to allow replacements. the decimation of species is going on in this site because of far too many ships being in the site. i oppose all new boats. there needs to be fewer boats in this site. i oppose extension of of groundfish limits. all present fishing boats should make all required safety repairs that the coast guard demands. safety at seais claos monirtored by a captin that only sails on good weather days. if the captain is full of greed and voiousness his actions alone can kill. look at the contra costa. it had every technological advantage and still killed 30 people due to a stupid captain.
