Several concerns:
1. This would allow permit holders toeasily exceed their percentage share by setting up a corporation without the need to have a reef permit.
2. This will also make it difficult to manage the resource. If owners of a signiificant percentage of the snapper allocation elect not to lease one year, then the allowable catch target will not be met. If an adjustment is made and next year they do lease their allocation, you would exceed the allowable catch target.
