Are we trying to sell natural resoures that belongs to all US citizens? Look at what is happening on the upper east coast to smaller commercial and recreational fisherman, the highest bidder gets the reward. This proposed program is not in the best interest of true fishermen, we will have brokers selling quotas on the futures board on wall street. Fishing belongs to all citizens and reaping the rewards of the catch. Why not first look into creating a recreational federal reef license (like tuna permit) before implementing IFQ's. No one knows how many fisherman are trying to catch these fish. There is nothing in place to track, gulf coast state salt water licenses cover all spiecies except certain pelagic. Then that would give better insight on IFQs. You are trying to put the resource in the hands of only a few who can afford to play the game, not fishing.
Reconsider this tragic plan.
