My questions are . 1. are the recreational fishermen going to have to put a VMS system on their boat.2. will they be made to keep a 24hr per day contract with one of the monitering systems (a $30.00 per month fee for monitering VMS system).3. are they going to have to land at an O.L.E. landing zone. 4. are they going to have to give a 3 hour notification of landing, 5. are the going to allow NMFS employees to take samples of the fish. And if not then are the commercial fishermen going to have to maintain their systems.
When i bought my Red snapper permit i was allowed 200 lbs per trip for the first 10 days of the month, which would me at least 24000 lbs per year, when they went to IFQ shares and reporting I recieved only 1200 lbs That was based in the previous owners fishing Hx. We were not allowed to see the fishing Hx before we bought the permit . after we bought it we were informed by the permits office that we could not veiw the previous owners fisinng Hx because it was private info and we were not priviledge to it. That was a problem when the gulf council went to IFQ they were based on the previous ownwer fishing not ours. we are seeing people with large bankrolls buying shares and amd selling the reef permit and keeping the IFQ shares and leasing then out not fishing it themselves.when they lease them out it is for $3.50 dollars per lb allocation. around here we are getting 3.75 per lb.The price for shares havce gone up to $25.00 lb/share. making it almost impossible to get more shares. which eill cause alot of fishermen to have to quit fishing for a living.I have heard that after the first of the year 2012 there would be money availiable for fishermen to repair their boats, and possibly but shares but if they are not selling shares how are we to continue fishing.(If i had known that the IFQ was based on previous Hx, and that it would be based on previous Hx i would not have bought them). I am hoping , if nothing else you will buy my boat & permits
