According to FR DOC # 2011-2100 50CFR PASRT 662 PAGE 50982 . the first line states thatthis rule would not significantly reduce the profits of " any small entities" IS TOTALLY WRONG. when we bought our permits we bought a red snapper class 2 permit up until 2007 we were doing fairley well BUT.. because our permit was not fished heavely on snapper what we recieved was based on his landings for several years before we purchased them. 2 years after the change to IFQ shares were going for $10-$12 perl pound. when you could find them. for the last 2 years the price has gone up to $30.00 per pound share. only the speculators with deep pockets can afford to buy them. these same people do not fish them but leases them out. They are leasing for 3.50-3.75 per pound allotment. where i live we only get 3.50- 4.00 per pound. Its like the government is trying to run the small fishermen out of buisness. At this point we are just about ready to tell NOAA/NMFS/GULF COUNCIL to please buy our boat and permits and do what you want with them. even before this rule takes effect we are all feeling the impact of this ruling.
