A shortcoming of the existing program is the lack of considering the importance of personal use halibut to Alaskans. In general terms, halibut caught for personal use is far more important to Alaskans than the charter and commercial fisheries, even though it is such a small take. Local depletion near communities by charter operator and commercial fisheries should be stopped/managed.
