any regulations for whiting must protect particapants from all time frames not the years that benifit the chosen few, we had a very large fishery off nj in the 60s thru the 80s and we lost the majority of the fishery and we shouldnt be locked out for that reason, we would like to see trip limits that would let all continue to have a livlyhood
