THE RETENTION LIMIT NEEDS TO BE ZERO FOR SWORDFISH. NONE SHOUDL BE CAUGHT. ONE HAS TO WONDER WHY THIS AGENCY HAS NO IDEA WHAT PROFITEERING IS GOING ON FROM THE ONE LONGLINER IN THIS AREA BUT YOU CALSSIFY IT AS "SMALL BUSINESS". SINCE YOU HAVE NO IDEA OF THE PROFITEERING AND PROFITS FROM THIS LONGLINER, IT COULD BE BIG BUSINESS. MOST AMERICNAS CONSIDER $5 MILLION AS BIG BUSINESS. WHY DONT YOU KNOW WHAT THIS COMMERCIAL PROFITEERS IS PULLNIG FROM THE SEA, SINCE ALL AMERICANS OWN THOSE FISH. WE OWN THOSE FISH. WE ARE ENTITLED TO KNOW WHAT THE LONGLINER IS PULLING IN IN PROFITS FROM WHAT WE OWN. ARE YOU NEGLIGENT OR LAX OR SOMETHING? PLEASE EXPLAIN.
