I DO NOT SUPPORT ANY ADDITIONAL SIZE OR HORSEPOWER TO BE ALLOWED TO THE FISHING FLEET. THERE SHOULD BE NO ONE TIME UPGRADES. WHAT YOU HAVE IS WHAT YOU GET. DO NOT PERMIT VESSEL OWNERS TO MOVE TO A REPLACEMENT VESSEL. DONT ACCEPT ANY DOCUMENTS FROM A THIRD PARTY BECAUSE THEY CAN BE FAKE. SEE THE BOAT. THERE ARE MANY LIARS IN THE RAPACIOUS COMMECIAL FISHING INDUSTRY. IF THE 28 FT OWNER CANT BE FOUND, HE CAN GO DOWN TOO TO 27 FT OR 26 FT OR 25 FT. I DONT ACCEPT THAT THE GUY CANT FIND ANOTHER BOAT SAME SIZE. THAT IS NOT BELIEVABLE. SAFETY AT SEA IS WATCHING THE WEATHER AND STAYING WITHIN YOUR SAFETY RANGE AND KNOWING WHAT YOU CAN HANDLE NOT THE SIZE OF YOUR BOAT. ABSOLUTELY ELIMINATE ONE UPGRADE. AS TO 3, I SEE NO REASON FOR CHANGE TO SIZE CLASSES. SOMEONE SEEMS TO BE TRYING TO PULL A FAST ONE TO LET COMMERCIAL FISHING INDUSTRY CATCH MORE AND MORE AND MORE, COMPLETELY DECIMATING OUR SEAS. THOSE FISH BELONG TO EVERY MEMBER OF THE P UBLIC, NOT TO NOAA AND NOT TO COMMERCIAL FISHING DECIMATORS OF THE SEA.
