I support doing away with the Vessel upgrades restrictions. As a vessel owner I would like to able to replace my vessel for a larger, stable and safer one. Being able to upgrade does not mean I will be able to catch more fish, because I am bond by my Annual Catch Limits. I believe that by letting our fishing fleet upgrade to better vessels will actually help the fisheries. First, a larger vessel will be safer when the weather changes for the worst. Second, a larger vessel will have the capabilities to use more efficient fishing gear. As a result, the fish will be caught faster with little or no habitat destruction. Finally, with a more efficient fishing practices our fish will be on the market faster and fresher providing better prices.
