We applaud attempts to move further toward species-specific quotas rather than a quota for a large “complex” of species. However, we are concerned that, even with this system, species for which retention is prohibited are still overfished. We encourage the National Marine Fisheries Service (NMFS) to work toward having consistent management between federal and state waters. In addition, we are concerned that the amount of mortality from recreational fisheries is difficult to quantify due to erratic monitoring and self-reports. We believe that the post-release mortality from recreational fisheries is likely underestimated and we believe that recreational fisheries (including tournament fishing) need to be better monitored with more appropriately conservative estimates of post-release survival. The HSUS also believes that the NMFS should consider mandating use of circle hooks to reduce mortality risk in released sharks and consider additional more restrictive management, as we will discuss further.
