I fish 8 to 10 times a year recreationally in the GOM on party boats. Years ago you would never see a haddock. It is with pleasure that they are available now. Most of the haddock that I see being caught now are in the 17-18-19 inch range. On an all day trip it is rare to approach catching 9 or more haddock. To change the legal size limit may be the prudent thing to do. Setting a catch limit on a party boat would be very hard to monitor/control. How would you do it. Changing the size limit to 19 inches would get the required savings. I find it hard to fathom that recreational fishing accounts for 30% of the haddock caught.
