The NMFS should take care to assure that messages to the public (via email notices and the Federal Register) are clear and consistent. In the case of the porbeagle season it is far from either, with contradictory information regarding the threshold for re-opening the fishery in 2012. The NMFS should also consider that recreational fishery impacts are not accounted in the quota for any of the shark seasons yet can amount to a substantial kill of species that are otherwise protected from harvest to rebuild fragile stocks. This should be remedied. Additional comments are attached.
