This rule should not even be considered. Are only stakeholders buying up these shares? I dont think so. I believe there is a lot of supposed "insider information" That Jane is going to be able to ram this catch shares down everyones throat. From what I have seen of the prices for snapper these days going up, a lot of people believe that she is going to have her way. I dont believe it, and all the EDF sponsored people that are purchasing up the RS quota should be stakeholders period. At any rate if this is actually even being considered it should not be considered until after the 2013 full benchmark assessment. And then it should be voted on by the stakeholders and not pushed through at all these EDF sponsored meetings from Key west to Texas. that we poorer fisherman cannot always afford to attend to defend ourselves. Please table this madness
