As a recreational fisherman, I feel it would be better to decrease the daily limit for black sea bass from 25 to 18 or 15, increase the size limit to 12 or 13 inches and allow fishing for black sea bass for most of the year. In my view, 15 or 18 fish is plenty, especially considering that limits on virtually all other recreational game fish are much lower. Winter is a prime black sea bass fishing period in that they are readily catchable at that time of the year, a time when few other fish are available, yet the season is closed. Also, black sea bass are often caught by anglers targeting tile fish but must be released when caught for a good part of the year. Many of those released, out of season fish probably do not survive. Also, consider that there aren't that many fishable days during the winter, so allowing fishing during winter months would not result in as many fish caught compared to the summer months, but would provide charter crews with some much needed revenue during their lean months. In summary, lower the daily limit and increase the length of the season.
