I SUPPORT REGULATIONS IMMEDIATELY TO PROTECT HARBOR SEALS - IN EFFECT FOR THIS SUMMER. I BELIEVE 1/2 MILE SHOULD BE THE MINIMUM DISTANCE A SHIP CAN COME. I ALSO BELIEVE NUMBERS OF SHIPS INTO AN AREA NEEDS TO BE MONITORED AND DECREASED. WHY DOES YOUR PROPOSAL INCLUDE 2006 STATISTICS ON SEAL POPULATIONS WEN THIS IS 2013? SO OLD!WE NEED MANDATORY GUIDELINES NOT VOLUNTARY ONES BECAUSE THE SCUM PROFITEERS WILL VOLUNTARIL YVIOLATE VOLUNTARY REGS. THE PENALTY FOR MANDATORY VIOLATIONS SHOULD BE $500,000 FOR THE FIRST TIME VIOLATED WITH SCALES UPWARD TO $1 MIILLION FOR A SECOND VIOLATION. THIS IS SERIOUS. PROFITEERS ARE RUINING THE WORLD FOR THEI ROWN PROFITEERING ENRICHMENT. KEEP THE VESSELS OUT OF 50% OF THE FJORDS WHERE THEY LIVE. NOT ALL FJORDS SHOUDL BE OPEN TO VESSELS. ALSO PUT IN PLACE A LAW THAT PROHIBITS ANY KILLING/SHOOTING/MURDER OF SEALS BY LOCAL ESIMON/INDIAN TRIBES. EVERY SHIP APPROACHING IS STRESS. I SUPPORT CORRIDORS FOR VESSELS. I SUPPORTE REDUCED SPEED LIMITS. INSTEAD OF OBSERVERS,PUT A MOTION PICTURE CAMERA THAT TAKES PICTURES OF EACH RUN THAT NEEDS TO BE TURNED OVER FOR INSPECTION TO THE AGENCY EACH DAY. OBSERVERS CAN BE FAKERS/LIARS. I SUPPORT TIME EXCLOSURES. PLANS IN PLACE MANDATORILY BY THIS SUMMER PLEASE.
