Overall, we commend this regulation proposal on the conversation and management Bigeye and Yellowfin Tuna in the Pacific Ocean. Strict regulation of this species is necessary to prevent the continuation of existing shortages of this species. It is also crucial for the United States to uphold our international obligations to the Convention of the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean. In addition to the proposed regulation requirements, the constraints on fishing efforts, use of fish aggregating devices (FADs), closed areas, catch retention and carry observer, we recommend that policymakers review and revise the restrictions periodically as experts’ research and data evolves.
